2026 Opioid Grant Information & Criteria



The State of West Virginia is receiving funding from several national settlements with drug makers accused of contributing to the opioid crisis. West Virginia was one of several states to join the settlements and some of these funds have been distributed to local governments. These funds must be used for opioid addiction treatment, prevention, and recovery services. Please read below the criteria for applying for an opioid settlement grant from Mercer County.

 

  • Expenses must fall into one of the approved purposes below, defined by the national settlement and as can be found in Exhibit A hereto attached:
    • Prevention efforts
    • Harm-reduction
    • Treatment
    • Recovery Services
  • Recipients must be nonprofit entities with a federally designated EIN (Employment Identification Number)
  • Recipients must be located in or maintain an office in Mercer County.
  • Recipients must serve Mercer County Residents.
  • Recipients must provide their most recent fiscal year Financial Statements that have been prepared and presented as an Audit, Review, or an Independent Compilation of Financial Statements by a Certified Public Accountant.
  • Recipients must agree to provide an annual report detailing the use of grant funds for the Grant Committee. Annual reports must be completed using the Mercer County Board of Commissioners Final Reporting form.
  • Prior to consideration for grant funding, applicants must provide the complete grant application with all requested information.
  • The maximum amount to be requested up to $75,000 and will be a one-time award for FY 2026 and will need to be fully spent by 12/31/2026.

The application must be completed by the applicant, and all requested information must be provided to the Mercer County Board of Commissioners Opioid Task Force prior to the consideration of any request for grant funding. Incomplete applications or missing information may result in a delay or denial of consideration of the applicant’s request.

  • A copy of the applicant’s non-profit determination letter issued by the Internal Revenue Service and the applicant’s taxpayer identification number.
  • A copy of the applicant organization’s most current fiscal year budget.
  • A copy of the applicant organization’s most recent fiscal year Financial Statements that have been prepared and presented as an Audit, Review, or Compilation by an Independent Certified Public Accountant.

The Mercer County Board of Commissioners Opioid Task Force may request additional information as it deems necessary to fully assess the application.

Applications will be available December 1, 2025, and can be picked up at the County Commission office at Mercer County Courthouse. Online submissions are also available by filling out and submitting the form below. Applications are due by January 31, 2026.

Grant awards will be announced by March 1, 2026.
