MINUTES OF THЕ МЕЕТING OF THE COMMISSIONERS OF BLUEWELL PUBLIC SERVICE DISTRICT
AUGUST 5, 2025
The Commissioners of the Bluewell Public Service District met in their regular Bi-monthly meeting on August 5, 2025 at 10:00 A. M. at the District Office.
Attendees: Mr. Donnie Goins (Chairman), Mr. Robert Sexton (Secretary), Mr. Ricky Duncan (Treasurer).
Also present was Bryan Rotenberry, District General Manager.
The meeting opened with prayer by Mr. Ricky Duncan.
The Bluewell PSD board members approved to dispense with the reading of July 9, 2025 minutes and accept as written. Copies are on file and available upon request. Motion made by Mr. Bob Sexton second by Mr. Ricky Duncan the vote was unanimous to approve.
BLUEWELL PSD OPERATIONS:
A. Water:
1. The pumps for the Tabernacle Hill, Riggs, and Evangelism Road stations still need to be installed. All of these improvements will be paid out of Water Capital Reserve Account. One of the VFD’s for the Windmill Gap station needs to be replaced and the district has spoken with C2G; a new VFD will be ordered.
2. Water Balance Report: In the month of June we pumped 18,152,000 gallons of water, 1,418,000 more than May, leaks are repaired as they are located. The weather events and our telemetry issues, our water loss continues to be an ongoing problem. Fortunately, there is a water system upgrade in place that will help improve the loss for the District.
B. Sewer
1. WV DEP Inspection/Sewer Project- – The I & I and bypassing at the sewer plant continues to be a problem. The field personnel continues to address these problems each day. The WVDEP has issued a fine to the district due to the continuation of bypassing into the river; the district is required to submit a plan to correct these problems. A corrective plan has been submitted to the DEP, as management is adhering to all known requests of the DEP. District is awaiting a response from the WVDEP. There are no new updates at this time. 2. Bramwell PSD: The Mercer County Commission and the WV PSC, have approved the consolidation of Bluewell PSD and Bramwell PSD. Mr. Winfrey and Mr. Barringer have completed the closing of this consolidation, the final documents were filed at the Mercer County Courthouse on Friday, June 27, 2025.
GENERAL:
- The Districts’ Rule 19A sewer case is final. The Step 1 rate of a 55.18 percent increase is now effect. The Step 2 rate is for a total of 68.09 percent increase to become effective after the consolidation of Bluewell and Bramwell PSD’s. Manager has made inquiries to Mr. Winfrey as well as WV PSC regarding the implementing the step 2 rate.
GOVERNMENT FUNDED PROJECTS & STUDIES:
1. Water System Upgrade: The district has received all of the radio meters as part of this project and are installing them as time is available. Work has begun on the telemetry and removal of the two old tanks at the Bluewell Estates site. The BPSD personnel continue to work on installing the new radio read meters as time allows. Contractors are installing new water lines
associated with the project; the completion date for the new tanks is approximately three months.
2. Browning Lambert Mountain Water Project: Construction for the Browning Lambert Mountain Project is slated to begin in September 2025.
3. Bluewell PSD Dams #1& #2: E. L. Robinson and Alliance Consulting continue to work on this project. Funding was provided by the Mercer County Commission and WV IJDC. Swope Construction has completed the removal of the upper dam and started work on the construction of the shop building. There are no updates at this time.
COMPLAINTS & REQUESTS:
There were no complaints or requests.
SYSTEMS UPGRADES and PROJECTS SERVING NEW CUSTOMERS:
A. Montcalm Sewer Collection System and Plant Upgrade: E. L. Robinson is currently working on this project. A meeting was held on January 22, 2025 at 10:00 a.m. in Charleston, WV. Region I is working with all parties associated with the new sewer system project.
B. The district will begin pursuing funding for the removal of the lower Dam, labeled Dam #1. The project for removal of this dam is to satisfy the WV DEP Order. Grant monies as well as loans will be pursued.

BLUEWELL PSD UPGRADE PROJECTS & TAPS:
In 2024, the District has had twelve requests for water taps, completed ten and six requests for sewer taps completed four. In 2025 there has been five requests for a water taps and six sewer taps. New water project will create more water taps requests.

The Commissioners of the Blue well Public Service District met in their regular Bi-monthly meeting on August 19, 2025 at 10:00 A. M. at the District Office.
Attendees: Mr. Donnie Goins (Chairman), Mr. Robert Sexton (Secretary), Mr. Ricky Duncan (Treasurer).
Also present was Bryan Rotenberry, District General Manager.
The meeting opened with prayer by Mr. Bob Hazelwood.
The Bluewell PSD board members approved to dispense with the reading of the August 5, 2025 minutes and accept as written. Motion made by Bob Sexton second by Ricky Duncan, the vote was unanimous to approve. Copies are on file and available upon request.
BLUEWELL PSD OPERATIONS:
A. Water:
- Pumps for the Tabernacle Hill, Riggs, and Evangelism Road stations have been received and will be installed as time permits. Funds from the water capital reserve will be used for these purchases. Management has spoken with C2G in reference to replacing and cost the VFD at the Windmill Gap Station. No updates at this time.
B. Sewer:
WV DEP Inspection/Sewer Project- The I & I and bypassing problems continues to be a challenge for the District. The district is in receipt of a letter along with a fine from WVDEP concerning the ongoing problems with the Montcalm system as well as bypassing issues into the river. The district has submitted a Plan of Corrective Action for these problems; awaiting a response from WV DEP. No updates available at this time.
GENERAL:
The District’s Rule 19A sewer case is final. The Step 1 is for a 55.18 percent increase is now effect. The Step 2 rate is for a total of 68.09 percent increase effective after the merger of Bluewell and Bramwell PSDs. The new rate will be implemented on the August 30, 2025 statement.

1. Water System Upgrades: Several hundred meters have been delivered to the district as part of this project. District is waiting on the contractors for the other two contracts to start work. Region I has prepared drawdowns for board members approval for this project.
USDA-RD Drawdown #9 in the amount of $ 701,260.17. Mr. Bob Sexton made a motion second by Mr. Ricky Duncan, the vote was unanimous to approve the payout.
WVIJDC Drawdown #5 in the amount of $ 1,275.00. Mr. Bob Sexton second bу Mr. Ricky Sexton the vote was unanimous to approve the payout.
2. Browning Lambert Mountain Water Project: Construction is scheduled to begin in September 2025. Region I has prepared drawdowns for the Board Members approval
IJdC #2016W-1629, Drawdown #2 in the amount of $ 8,032.50, Mr. Donnie Goins made a motion second by Mr. Ricky Duncan the vote was unanimous to approve the payout.
RUS drawdown #2 in the amount of $3,900.00, Mr. Donnie Goins made a motion second by Mr. Ricky Duncan the vote was unanimous to approve the drawdown.
3. Bluewell PSD Dams #1 & #2: E. L. Robinson and Alliance Consulting continue to work on this project. Swope Construction has completed the removal of the upper dam and work has started on construction of the new shop building. There are no updates at this time.
COMPLAINTS & REQUESTS:
Mr. Harry Gregory requested to talk to the board concerning water quality issues. His concern was dirty water and pump issues; the board and management assured Mr. Gregory they would commit to finding a solution to his problems.

A. Montcalm Sewer Collection System and Plant Upgrade: E. L. Robinson continues to work on this project. Management met with the WV DEP in Charleston on January 22, 2025 at 10:00 a. m. There are no updates at this time.
B. The district will begin pursing funding for the removal of the lower Dam #1. The project for removal of this dam is to satisfy the WV DEP Order. The district will pursue grant and loan funding for this project. There are no new updates at this time.
BLUEWELL PSD UPGRADE PROJECTS & TAPS:
1. In 2024, the district had 12 requests for water taps, completed ten and six requests for sewer taps, completed four. In 2025 there has been five water taps requests and six sewer taps.

Water Balance Report: In the month of July we pumped 21,049,000 gallons of water, due to the large leak on Lorton Lick which increased the pumping upwards to almost 3 million gallons for the month. The weather events and our telemetry issues have caused our water loss to be an ongoing problem. Fortunately, there is a water system upgrade in place that will help improve the loss for the District.
B. SEWER
