MINUTES OF THE MEETING OF THE COMMISSIONERS OF BLUEWELL PUBLIC SERVICE DISTRICT
APRIL 21, 2026
The Commissioners of the Bluewell Public Service District met in their regular Bi-monthly meeting on April 21, 2026 10:00 A. M. at the District Office.
Commissioners present were:
- Mr. Donnie Goins, Chairman
- Mr. Robert Sexton, Secretary
- Mr. Ricky Duncan, Treasurer
Also present was Bryan Rodenberry, District General Manager.
The meeting opened with prayer by Mr. Bryan Rodenberry.
The Bluewell PSD board members approved to dispense with the reading of the April 7, 2026 minutes and accept as written. Motion made by Bob Sexton second by Mr. Rick Duncan, the vote was unanimous to approve. Copies are on file and available upon request.
BLUEWELL PSD OPERATIONS:
A. Water:
- Pumps for the Tabernacle Hill, Riggs, and Evangelism Road stations have been received and will be installed. These stations will be paid for from the Water Capital Reserve Account. There are no new updates.
B. Sewer:
- WV DEP Inspection/ Sewer Project- The I & I and bypassing problems continues to be a challenge for the District. The district is in receipt of a letter along with a fine from WVDEP concerning the ongoing problems with the Montcalm system as well as bypassing issues into the river. The district has submitted a Plan of Corrective Action addressing these problems. The plan was accepted by the WV DEP and they issued a Consent Order to the district for the corrections that need to be made. Sanitary Board of Bluefield is assisting with lift stations in Montcalm, and will work on all stations as they have time available.
GENERAL:
- Trucks: The districts other 2019 Ram 1500 is currently in the garage having the engine replaced, should be completed by April 29, 2026.
GOVERNMENT FUNDED PROJECTS & STUDIES:
A. Water System Upgrades: The district has received all the radio read meters as part of the water system upgrade project and have begun to install them. District is working with contractors to get the tank ready for use. Region I prepared drawdowns for the Boards approval and signatures for this project:
- USDS-RD DD#17, In the amount of $4,557.00 Mr. Bob Sexton made a motion second by Mr. Rick Duncan the vote was unanimous to accept.
- IJDC #2023W-2357, in the amount of $2,401.25. Mr. Rick Duncan made a motion second by Mr. Bob Sexton, the vote was unanimous to accept.
B. Browning Lambert Mountain Water Project: Contractor has begun installing new lines for this project. Region I has prepared a drawdown for the board’s review and approval. RUS Drawdown #11 in the amount of $ 787,314.52 Mr. Ricky Duncan made a motion second by Mr. Bob Sexton, the vote was unanimous to approve. IJCD #2016-1629, Drawdown #5 in the amount of 3,761.25. Mr. Bob Sexton made a motion second by Mr. Ricky Duncan the vote was unanimous to approve.
C. Bluewell PSD Dams #1 & #2: Swope Construction has completed the removal of the upper dam. The new shop building is complete; the point of connection for the power is now being proposed for underground service connection. Region I prepared a drawdown for the board’s approval and signatures,
- Bluewell PSD DD#13 in the amount of $20,897.55, Mr. Bob Sexton made a motion second by Mr. Rick Duncan, the vote was unanimous to approve.
COMPLAINTS & REQUESTS:
A. Mr. Dwayne East has asked to attend the meeting for discussion concerning his bill. Mr. East did not show up.
B. Core and Main, the company that the district purchased the radio read meters from, sent an invoice for $13,150.00 that amount covers the cost of the annual maintenance for software and hardware needed for the new system. Mr. Ricky Duncan made a motion second by Mr. Bob Sexton, the vote was unanimous to pay the invoice.
C. Empire paving and Sealing LLC presented a written quote to do patch work and repairs on pavement damaged by the district from work done over the winter months. The quote was for $2,800. Mr. Rick Duncan made a motion second by Mr. Bob Sexton, the vote was unanimous to accept.
SYSTEM UPGRADE and PROJECTS SERVING NEW CUSTOMERS:
A. Montcalm Sewer Collection System and Plant Upgrade: E. L. Robinson continues to work on this project. Application for funding has been submitted to the WV IJDC. There are no new updates.
B. The district will begin pursing funding for the removal of the lower Dam #1. The project for removal of this dam is to satisfy the WV DEP Order. The district will pursue grant and loan funding for this project. There are not any new updates.

BLUEWELL PSD UPGRADE PROJECTS & TAPS:
- In 2024, the district had twelve requests for water taps, completed ten and seven requests for sewer taps, completed three. In 2025 there were eleven water taps requests completed seven and eight requests for sewer taps completed seven. There have been no request 2026.
