Bluewell PSD Meeting Minutes June 2026

MINUTES OF THE MEETING OF THE COMMISSIONERS OF BLUEWELL PUBLIC SERVICE DISTRICT

JUNE 2, 2026

The Commissioners of the Bluewell Public Service District met in their regular Bi-monthly meeting on June 2, 2026 at 10:00 AM at the District Office.

Commissioners present were:

  • Mr. Donnie Goins, Chairman
  • Mr. Robert Sexton, Secretary
  • Mr. Ricky Duncan, Treasurer

Also, present was Bryan Rotenberry, District General Manager.

The meeting opened with prayer by Mr. Ricky Duncan

RE-ORGANIZATION:

The Bluewell PSD board members approved to reorganization of officers.

Mr. Robert Sexton nominated Mr. Ricky Duncan to be appointed as the new Chairman. This motion was seconded by Mr. Donnie Goins, the vote was unanimous to approve.

Mr. Ricky Duncan nominated Mr. Robert Sexton to be appointed as the Secretary. This motion was seconded by Mr. Donnie Goins, the vote was unanimous to approve.

Mr. Ricky Duncan nominated Mr. Donnie Goins to appointed as Treasurer. This motion was seconded by Mr. Robert Sexton, the vote was unanimous to approve.

The Bluewell PSD board members approved to dispense with the reading of the May 19, 2026 minutes and accept as written. Motion made by Mr. Robert Sexton, second by Mr. Rick Duncan, the vote was unanimous to approve. Copies are on file and available upon request.

BLUEWELL PSD OPERATIONS:

A. WATER:

  1. Pumps for Tabernacle Hill, Riggs and Evangelism Road stations have been received and will be installed. These will be paid for from the Water Capital Reserve Account. There are no new updates.
  2. Water Balance Report: In the month of April, the district pumped 19,387,000 gallons of water. The district continues to work towards curbing its water loss. The extreme weather conditions along with the power and telemetry issues continue to be a problem in getting control of our water loss. Upgrade Project will go a long way in helping with this. Bluewell Estates tank is now online. Bluewell PSD will continue working on reducing water loss.

B. SEWER:

  1. WV DEP Inspection/Sewer Project- The district is continuing to address the issues regarding I & I and bypassing within the system. The district has received a letter from the WV DEP concerning the ongoing problems with the Montcalm system. The district has submitted a Plan of Corrective Action for these problems. The WV Dep has issued a Consent Order to the district for the corrections that need to be made. Sanitary Board of Bluefield is assisting with lift stations in Montcalm and will continue to work on all stations as they have time available.

C. GENERAL:

  1. Trucks: The district’s other 2019 Ram 1500 that had the same problem with the engine as the 2016 and other 2019 has been repaired. The mechanic is now working on the 2016 Jeep and the manager is driving the newest repaired truck. Bluewell PSD will continue to repair each vehicle as needed.

GOVERNMENT FUNDED PROJECTS & STUDIES:

A. Water System Upgrades: The District employees are installing radio read meters as time allows. Bluewell Estates Tank has been constructed. New Bluewell Estates Tank is now online. Construction of the new Hale tank is to being soon. Will monitor the construction for the new Hale tank. B. Browning Lambert Mountain Water Project: Contractor has begun installing new lines for this project. Will continue to monitor. C. Bluewell PSD Dams #1 & #2: Swope Construction has completed the removal of the upper dam. New shop building construction is complete. Waiting for AEP to install unground power lines. Region I prepared drawdown IJDC Drawdown #7 in the amount of $3,687.69. Mr. Ricky Duncan made a motion second by Mr. Donnie Goins the vote was unanimous to accept.

COMPLAINTS & REQUEST:

None

SYSTEMS UPGRADES and PROJECTS SERVICE NEW CUSTOMERS:

A. Montcalm Sewer Collection System and Plan Upgrade: E. L. Robinson is currently working on the design of the lift stations for this project. An application for funding has been submitted to the WV IJDC. There are no updates at this time. B. The district will being pursuing funding for the removal of the lower Dam, Dam #1. The project for removal of this dam is to satisfy the WV DEP Order. The district will pursue grant and loan funding for this project. There are no updates at this time.

BLUEWELL PSD UPGRADE PROJECT & TAPS:

  1. In 2024, the district has had twelve requests for water taps, completed ten and seven requests for sewer taps completed three. In 2025 there has been eleven requests for water taps, completed seven. We have had eight requests for sewer taps, seven have been completed. In 2026, we have had nine requests for water taps, completed two. We have had one request for a sewer tap.

EXECUTIVE SESSION: Personnel Issues

  1. District Personnel: The Board discussed different employee position.

There being no further business, the meeting was adjourned at 11:15 AM. After the motion by Mr. Robert Sexton second by Mr. Ricky Duncan the decision being unanimous to adjourn at that time.
