MINUTES OF THE MEETING OF THE COMMISSIONERS OF BLUEWELL PUBLIC SERVICE DISTRICT
MARCH 24, 2026
The Commissioners of the Bluewell Public Service District met in their regular Bi-monthly meeting on March 24, 2026 10:00 A. M. at the District Office.
Commissioners present were:
- Mr. Donnie Goins, Chairman
- Mr. Robert Sexton, Secretary
- Mr. Ricky Duncan, Treasurer
Also present was Bryan Rotenberry, District General Manager.
The meeting opened with prayer by Mr. Ricky Duncan.
The Bluewell PSD board members approved to dispense with the reading of the March 3, 2026 minutes and accept as written. Motion made by Ricky Duncan second by Mr. Bob Sexton, the vote was unanimous to approve. Copies are on file and available upon request.
BLUEWELL PSD OPERATIONS:
A. Water:
- Pumps for the Tabernacle Hill, Riggs, and Evangelism Road stations have been received and will be installed. These stations will be paid for from the Water Capital Reserve Account. Personnel are in the process the changing the pump at Moo Cow station.
B. Sewer:
- WV DEP Inspection/ Sewer Project- The I & I and bypassing problems continues to be a challenge for the District. The district is in receipt of a letter along with a fine from WVDEP concerning the ongoing problems with the Montcalm system as well as bypassing issues into the river. The district has submitted a Plan of Corrective Action addressing these problems. The plan was accepted by the WV DEP and they issued a Consent Order to the district for the corrections that need to be made. The next issue for correction will need to be satisfied by October 2026. There are not any updates at this time.
GENERAL:
Trucks: The district has had the engine of one of their 2019 Dodge Ram trucks replaced and now in the process of replacing the engine in the other 2019 Dodge Ram. The district has a 2016 Dodge Ram that is under consideration for major repairs.
GOVERNMENT FUNDED PROJECTS & STUDIES:
A. Water System Upgrades: The district has received all the radio read meters as part of the water system upgrade project and have begun to install them. New water lines are being install as well as the new tank at Bluewell Estates. Samples were pulled and sent to the lab for testing, awaiting results.
B. Browning Lambert Mountain Water Project: Contractor has begun installing new lines for this project. Region I has prepared a drawdown for the board’s review and approval. RUS Drawdown #10 in the amount of $ 324,302.67 Mr. Ricky Duncan made a motion second by Mr. Bob Sexton, the vote was unanimous to approve. IJCD #2016-1629, Drawdown #4 in the amount of 1,211.25. Mr. Bob Sexton made a motion second by Mr. Ricky Duncan the vote was unanimous to approve.
C. Bluewell PSD Dams #1 & #2: Swope Construction has completed the removal of the upper dam. The new shop building is complete; the point of connection for the power is being revisited due to easement issues.
COMPLAINTS & REQUESTS:
Mrs. Hesse from Falcon Ridge updated the manager that she has had a contractor look at damage and is preparing an estimate. Mrs. Hesse presented the district with the cost estimate to repair damages from water caused by high pressures. After discussion Mr. Ricky Duncan made a motion second by Mr. Bob Sexton to pay Mrs. Hesse $3,650.00 for the damages she incurred, the vote was unanimous to approve.
SYSTEM UPGRADE and PROJECTS SERVING NEW CUSTOMERS:
A. Montcalm Sewer Collection System and Plant Upgrade: E. L. Robinson continues to work on this project. Application for funding has been submitted to the WV IJDC. Work will need to be done on the lift stations first followed by the other items listed on the upgrade plan.
B. The district will begin pursing funding for the removal of the lower Dam #1. The project for removal of this dam is to satisfy the WV DEP Order. The district will pursue grant and loan funding for this project. There are not any new updates.

BLUEWELL PSD UPGRADE PROJECTS & TAPS:
- In 2024, the district had twelve requests for water taps, completed ten and seven requests for sewer taps, completed three. In 2025 there were eleven water taps requests completed seven and eight requests for sewer taps completed seven. There have been no request 2026.
