MINUTES OF THE MEETING OF THE COMMISSIONERS OF BLUEWELL PUBLIC SERVICE DISTRICT
MAY 5, 2026
The Commissioners of the Bluewell Public Service District met in their regular Bi-monthly meeting on March 5, 2026 at 10:00 A. M. at the District Office.
Commissioners present were:
- Mr. Donnie Goins, Chairman
- Mr. Robert Sexton, Secretary
- Mr. Ricky Duncan, Treasurer
Also present was Bryan Rotenberry, District General Manager.
The meeting opened with prayer by Mr. Bob Sexton.
The Bluewell PSD board members approved to dispense with the reading of April 21, 2026 minutes and accept as written. Copies are on file and available upon request. Motion made by Mr. Bob Sexton second by Mr. Ricky Duncan the vote was unanimous to approve.
BLUEWELL PSD OPERATIONS:
A. Water:
- The pumps for the Tabernacle Hill, Riggs, and Evangelism Road stations still need to be installed. All of these improvements will be paid out of Water Capital Reserve Account. There are no updates at this time.
- Water Balance Report: In the month of March we pumped 19,952,000 gallons of water. Every effort is being made to reduce the water loss, leaks, power loss and telemetry issues continue to be problematic for the District, fortunately, the water system upgrade is in place will help improve the water loss going forward. The new Bluewell Estates tank is projected be online in the near future.
B. SEWER
- WV DEP Inspection/ Sewer Project– The I & I and bypassing at the sewer plant continues to be a problem. The field personnel continues to address these problems each day. The WVDEP has issued a fine to the district due to the continuation of bypassing into the river; the district is required to submit a plan to correct these problems. A corrective plan was submitted and the WV DEP responded regarding the pending Consent Order and a timeline for the completion of the Sewer Projects phases. The Bluefield Sanitary Board is evaluating and correcting the lift station in Montcalm as they continue to assess and make necessary repairs to all lift stations.
GENERAL:
- Trucks: The districts 2019 Ram truck was taken to K & B Performance Auto Repair on Monday, April 6, 2026 for an engine replacement.
GOVERNMENT FUNDED PROJECTS & STUDIES:
- Water System Upgrade: The district personnel are currently installing the new radio read meters as time allows. Construction of the new Bluewell Estates Tank in in process. An expense of $9,266.00 has been assessed for an upgrade, motion made by Mr. Bob Sexton second by Mr. Ricky Duncan the vote was unanimous to accept.
- Browning Lambert Mountain Water Project:
Construction on the Browning Lambert Mountain Project has begun as work on both ends of the mountain are proceeding as scheduled. - Bluewell PSD Dams #1& #2: E. L. Swope Construction has completed the removal of the upper dam and the new shop is complete; due to an easement delay the district is still waiting on AEP to connect the power to the new shop. The construction company has decided to place pole in another location and run the power underground, in order to avoid the easement issue. Conduit for underground electricity has been installed and awaiting AEP as well as Swope Construction.

SYSTEMS UPGRADES and PROJECTS SERVING NEW CUSTOMERS:
A. Montcalm Sewer Collection System and Plant Upgrade: E. L. Robinson is currently working on the design of the lift stations for this project. An application for funding has been submitted the WV IJDC. There are no updates at this time.
B. The district will begin pursuing funding for the removal of the lower Dam, labeled Dam #1. The project for removal of this dam is to satisfy the WV DEP Order. Grant monies as well as loans will be pursued. Request for commitment for funding have been sent.

BLUEWELL PSD UPGRADE PROJECTS & TAPS:
- In 2024, the District has had twelve requests for water taps, completed ten and seven requests for sewer taps completed three. In 2025 there has been eleven requests for a water taps, completed seven and eight sewer taps requests, seven have been completed. There have not been any tap requests in 2026.

There being no further business, the meeting was adjourned at 11:17 a.m. After a motion by Mr. Ricky Duncan second by Mr. Bob Sexton the decision being unanimous to adjourn at that time.

The Commissioners of the Bluewell Public Service District met in their regular Bi-monthly meeting on May 19, 2026 at 10:00 AM at the District Office.
Commissioners present were:
- Mr. Donnie Goins, Chairman
- Mr. Robert Sexton, Secretary
- Mr. Ricky Duncan, Treasurer
Also, present was Bryan Rotenberry, District General Manager.
The meeting opened with prayer by Mr. Donnie Goins.
The Bluewell PSD board members approved to dispense with the reading of the May 5, 2026 minutes and accept as written. Motion made by Mr. Robert Sexton, second by Mr. Rick Duncan, the vote was unanimous to approve. Copies are on file and available upon request.
BLUEWELL PSD OPERATIONS:
A. WATER:
- Pumps for Tabernacle Hill, Riggs and Evangelism Road stations have been received and will be installed. These will be paid for from the Water Capital Reserve Account. There are no new updates.
B. SEWER:
- WV DEP Inspection/Sewer Project- The district is continuing to address the issues regarding I & I and bypassing within the system. The district has received a letter from the WV DEP concerning the ongoing problems with the Montcalm system. The district has submitted a Plan of Corrective Action for these problems. The WV Dep has issued a Consent Order to the district for the corrections that need to be made. Sanitary Board of Bluefield is assisting with lift stations in Montcalm and will work on all stations as they have time available.
C. GENERAL:
- Trucks: The district’s other 2019 Ram 1500 that had the same problem as the first one, the mechanic’s shop has completed necessary repairs.
GOVERNMENT FUNDED PROJECTS & STUDIES:
A. Water System Upgrades: The District employees are installing radio read meters as time allows. Bluewell Estates Tank has been constructed. District is working with contractors to get the tank ready for use. Region I prepared drawdown for Boards approval and signatures for this project:
- IJDC #2023 W-2357, Drawdown #11 in the amount of $113,695.71. Mr. Ricky Duncan made a motion second by Mr. Robert Sexton, the vote was unanimous to accept.
B. Browning Lambert Mountain Water Project: Contractor has begun installing new lines for this project. Region I has prepared a drawdown for Boards approval and signatures for this project:
- RUS Drawdown #12 in the amount of $616,741.65. Mr. Robert Sexton made a motion second by Mr. Ricky Duncan the vote was unanimous to accept.
C. Bluewell PSD Dams #1 & #2: Swope Construction has completed the removal of the upper dam. New shop building construction is complete. AEP is changing proposed location of service line to the new shop. Board approved change that will require an easement from the district. Proposed changed is for underground service. Mr. Robert Sexton made a motion second by Mr. Donnie Goins the vote was unanimous to accept.
