MINUTES OF THE MEETING OF THE COMMISSIONERS OF BLUEWELL PUBLIC SERVICE DISTRICT

NOVEMBER 4, 2025

The Commissioners of the Bluewell Public Service District met in their regular Bi-monthly meeting on November 4, 2025 at 10:00 A. M. at the District Office.

Commissioners present were:

  • Mr. Donnie Goins โ€“ Chairman
  • Mr. Robert Sexton โ€“ Secretary
  • Mr. Ricky Duncan โ€“ Treasurer

Also present was: Bryan Rotenberry, District General Manager.


MEETING OPENING & ADMINISTRATIVE MATTERS

  • The meeting opened with prayer by Mr. Bob Hazelwood.
  • The Bluewell PSD board members approved to dispense with the reading of October 21, 2025 minutes and accept as written.
  • Copies are on file and available upon request.
  • Motion made by Mr. Bob Sexton second by Mr. Ricky Duncan the vote was unanimous to approve.

BLUEWELL PSD OPERATIONS:

A. Water:

  1. The pumps for the Tabernacle Hill, Riggs, and Evangelism Road stations still need to be installed. All of these improvements will be paid out of Water Capital Reserve Account. Windmill Gapโ€™s VFD has been installed and is operational. +2
  2. Water Balance Report: In the month of August we pumped 18,393,000 gallons of water, this was 600,000 gallons less than in August. Every effort is being made to reduce the water loss, leaks, power loss and telemetry issues continue to be problematic for the District, fortunately, the water system upgrade in place will help improve the water loss going forward.

B. SEWER

  1. WV DEP Inspection/ Sewer Project: The I & I and bypassing at the sewer plant continues to be a problem. The field personnel continues to address these problems each day. +1
  2. The WVDEP has issued a fine to the district due to the continuation of bypassing into the river; the district is required to submit a plan to correct these problems.
  3. A corrective plan was submitted and the WV DEP responded regarding the pending consent order and a timeline for the completion of the Sewer Projects phases. There are no new updates at this time. +1

GENERAL:

  1. Audits: Mr. Imre Pentek, CPA is near completion of the annual reports for the district; the outside auditor will be here on November 5, 2025 to begin their audit.
  2. Holidays: The Board has for years granted two additional holidays, one after Thanksgiving and a day before or after Christmas. In recent years they have granted half of a day on New Yearโ€™s Eve. After discussion, Mr. Ricky Duncan made a motion second by Mr. Bob Sexton the vote was unanimous to make these permanent holidays going forward. +2
  3. Bonuses: Annually the manager request the board members to consider Christmas Bonuses for the employees, as this is dependent up on finances at the given time. Discussion ensued and afterwards Mr. Ricky Duncan made a motion second by Mr. Bob Sexton the vote was unanimous to grant the bonuses will be will $ 4,880.00. +1

GOVERNMENT FUNDED PROJECTS & STUDIES:

  1. Water System Upgrade: The district has received all of the radio meters as part of this project and are installing them as time is available. Contractors are installing new water lines and begun site work for the new Bluewell Estates Tanks. There are no updates at this time. +2
  2. Browning Lambert Mountain Water Project: Construction on the Browning Lambert Mountain Project has begun.
  3. Bluewell PSD Dams #1 & #2: E. L. Swope Construction has completed the removal of the upper dam and the new shop is near completion, waiting on AEP.

COMPLAINTS & REQUESTS:

  • There were no complaints or requests.

SYSTEMS UPGRADES and PROJECTS SERVING NEW CUSTOMERS:

  • A. Montcalm Sewer Collection System and Plant Upgrade: E. L. Robinson is currently working on this project. A meeting was held on January 22, 2025 at 10:00 a.m. in Charleston, WV. There are no updates to report. +1
  • B. Dam Removal: The district will begin pursuing funding for the removal of the lower Dam, labeled Dam #1. The project for removal of this dam is to satisfy the WV DEP Order. Grant monies as well as loans will be pursued. +2

BLUEWELL PSD UPGRADE PROJECTS & TAPS:

  • In 2024, the District has had twelve requests for water taps, completed ten and seven requests for sewer taps completed three.
  • In 2025 there has been eight requests for a water taps, completed seven and seven sewer taps requests, five have been completed.

REPORT OF DELINQUENT ACCOUNTS (BLUEWELL AND BRAMWELL COMBINED):

  • 30 DAYS: $53,716.82 (a decrease of $65,539.48 from last month)
  • 60 DAYS: $5,647.60 (an increase of $4,286.17 from last month)
  • 90 DAYS: $82,786.33 (a decrease of $81.86 from last month)

There being no further business, the meeting was adjourned at 11:11 a.m. After a motion by Mr. Bob Sexton second by Mr. Donnie Goins the decision being unanimous to adjourn at that time.

NOVEMBER 18, 2025

The Commissioners of the Bluewell Public Service District met in their regular Bi-monthly meeting on November 18, 2025 at 10:00 A. M. at the District Office.

Commissioners present were:

  • Mr. Donnie Goins, Chairman
  • Mr. Robert Sexton, Secretary
  • Mr. Ricky Duncan, Treasurer

Also present was: Bryan Rotenberry, District General Manager.

The meeting opened with prayer by Mr. Bryan Rotenberry. The Bluewell PSD board members approved to dispense with the reading of the November 4, 2025 minutes and accept as written. Motion made by Bob Sexton second by Ricky Duncan, the vote was unanimous to approve. Copies are on file and available upon request.


BLUEWELL PSD OPERATIONS:

A. Water:

  1. Pumps for the Tabernacle Hill, Riggs, and Evangelism Road stations have been received and will be installed. Installation for the VFDโ€™s at Windmill Gap station have been completed and funds from the water capital reserve will be used for these purchases. There are no updates at this time.

B. Sewer:

  1. WV DEP Inspection/ Sewer Project- The I & I and bypassing problems continues to be a challenge for the District. The district is in receipt of a letter along with a fine from WVDEP concerning the ongoing problems with the Montcalm system as well as bypassing issues into the river. The district has submitted a Plan of Corrective Action for these problems; awaiting a response from WV DEP. A new timeline has been prepared and is ready to be submitted to The WV DEP. There are no updates at this time.
  2. The two sewer pumps at the In Town Vacuum station stopped working; two new pumps have been purchased and are being installed. The cost per pump was $2,500.00.

GENERAL:

  1. Mr. Imre Pentek, has completed the districtโ€™s financial statements, Budget and Annual Reports for the WV PSC. Approval and Verifications of Users forms were signed and approved. Mr. Donnie Goins made a motion second by Mr. Bob Sexton to approve the Budget the vote was unanimous to approve. Mr. Ricky Duncan made a motion to approve Verification of Users second by Mr. Bob Sexton the vote was unanimous to accept and approve.

GOVERNMENT FUNDED PROJECTS & STUDIES:

  1. Water System Upgrades: The district has received all the radio read meters as part of the water system upgrade project and have begun to install them. New water lines are being install as well as the new tank at Bluewell Estates. Region I prepared and presented checks for the boardsโ€™ signature. RUS drawdown #13 in the amount of 77,400.54, Mr. Bob Sexton made a motion second by Mr. Ricky Duncan, the vote was unanimous to accept.
  2. Browning Lambert Mountain Water Project: Construction began today on this project. Region I has prepared checks for the Boardsโ€™ approval: RUS drawdown #6 in the amount of $ 594,883.56, Mr. Ricky Duncan made a motion second by Mr. Bob Sexton the vote was unanimous to approve the drawdown.
  3. Bluewell PSD Dams #1 & #2: Swope Construction has completed the removal of the upper dam. The new shop building is complete except power. Region I has prepared a drawdown for the boardsโ€™ approval. WVIJDC Drawdown #5 in the amount of $75,008.80. Mr. Donnie Goins made a motion second by Mr. Bob Sexton, the vote was unanimous to accept. Local Drawdown #10 in the amount $ 4,487.60, Mr. Donnie Goins made a motion second Mr. Bob Sexton, the vote was unanimous to approve.

COMPLAINTS & REQUESTS:

K & B Auto Repair shop issued a quote on repairing the 2019 Ram truck. The estimate for replacing the engine is $9,723.44. After discussion Mr. Bob Sexton made a motion second by Mr. Ricky Duncan the vote was unanimous to have the vehicle repaired.


SYSTEM UPGRADE and PROJECTS SERVING NEW CUSTOMERS:

A. Montcalm Sewer Collection System and Plant Upgrade: E. L. Robinson continues to work on this project. Management met with the WV DEP in Charleston on January 22, 2025 at 10:00 a. m. IDJC has given recommendation to proceed with the upgrade.

B. The district will begin pursing funding for the removal of the lower Dam #1. The project for removal of this dam is to satisfy the WV DEP Order. The district will pursue grant and loan funding for this project with IDJC.


BLUEWELL PSD UPGRADE PROJECTS & TAPS:

TREASURERโ€™S REPORT FOR THE MONTH OF OCTOBER 2025

  • A. Approval of Payroll AND Expense checks (55914 through 56005).
  • B. Approval of Water & Sewer Funds (From Operating Fund Account).
    • Deposits: $ 244,533.46
    • Debits: $ 274,799.98
    • Net Loss: $30,266.52 compared to a gain of $ 26,788.80 last month.

There being no further business, the meeting was adjourned at 11:20 a.m. After a motion by Mr. Ricky Duncan second by Mr. Bob Sexton, the decision being unanimous to adjourn at that time.
