RE: PRECINCT CONSOLIDATION – #60-CRANE CREEK
This day on motion of Brian Blankenship, Commissioner, seconded by Greg Puckett, Commissioner, the Commission voted unanimously to approve the Precinct Consolidation submitted by Merlin T. Moye, County Clerk. Precinct #60 – Crane Creek will be consolidated with Precinct #69 – Montcalm Elementary.

RE: REGION ONE PLANNING & DEVELOPMENT CUMBERLAND INDUSTRIAL PARK BROADBAND EXPANSION PROJECT
This day on motion of Brian Blankenship, Commissioner, seconded by Greg Puckett, Commissioner, the Commission voted unanimously to approve the following items: Drawdown #8 ($1,800), Budget Revision #2 ($2,142) and the Revised Administration Contract. Jason Roberts, Executive Director.

RE: BRUSH CREEK WATERSHED SITE 14-SUPPLEMENTAL WATERSHED AGREEMENT
This day on motion of Greg Puckett, Commissioner, seconded by Brian Blankenship, Commissioner, the Commission voted unanimously to approve the Brush Creek Watershed Site 14 Supplemental Watershed Agreement submitted by Derrick Crane, Civil Engineer NRCS-WV.

RE: APPALACHIAN POWER COMPANY
This day on motion of Brian Blankenship, Commissioner, seconded by Greg Puckett, Commissioner, the Commission voted unanimously to approve the Contracting Services Agreement submitted by Appalachian Power Company.

RE: WV DEP – REAP LITTER CONTROL GRANT CONTRACT
This day on motion of Brian Blankenship, Commissioner, seconded by Greg Puckett, Commissioner, the Commission voted unanimously to approve the WV DEP REAP Litter Control Grant Contract for $5,000 with a 50/50 match submitted by Vicky Reed, County Administrator. Grant will be used to purchase a dump trailer.

RE: FUNDING REQUEST – S&R REFRIGERATION PROPOSAL
This day on motion of Greg Puckett, Commissioner, seconded by Brian Blankenship, Commissioner, the Commission voted unanimously to approve the funding request from S&R Refrigeration. Funding in the amount of $19895.76 Will be taken from Budget Stabilization and used to purchase four Console Type Heat Pumps for the Courthouse.

RE: FUNDING REQUEST – BLUEFIELD RESCUE SQUAD AND PRINCETON RESCUE SQUAD
County Commission requested to take a look at Rescue Squad financials and look into possible grants available and reevaluate funding request in 30 days. No action taken at this time.

RE: FUNDING REQUEST – EXTERIOR SERVICES SWV, INC. – PICKLEBALL COURTS DIVIDER FENCING
This day on motion of Greg Puckett, Commissioner, seconded by Brian Blankenship, Commissioner, the Commission voted unanimously to approve the funding request from Exterior Services SWV, Inc. Funding in the amount of $8,030 will be taken from Hotel/Motel and used to install divider fencing at Glenwood Pickleball Courts.

RE: FY 2026 RECORDS MANAGEMENT GRANT
This day on motion of Brian Blankenship, Commissioner, seconded by Greg Puckett, Commissioner, the Commission voted unanimously to approve the FY 2026 Records Management Grant Contract in the amount of 20,000. Funding will be used for shelving units.

Employees that had money deducted from their paychecks will have the money returned to them in their paychecks.

RE: EMPLOYEE RAISES
This day on motion of Greg Puckett, Commissioner, seconded by Brian Blankenship, Commissioner, the Commission voted unanimously to approve a flat $500.00 raise to Full-time and Part-time employees. Exclusions: Sheriff’s Department, Grant Funded Employees and (2) employees that have already recently received a raise.

Bill Archer sent letter to Governor Morrisey recommending Brian Blankenship, Commissioner, Jeff Dissibbio and John Velke as nominees for the National Coal Heritage Authority.

This day on motion of Brian Blankenship, Commissioner, seconded by Bill Archer, Commissioner, the Commission voted unanimously to issue a 90-day continuance on the property owned by Thomas/Thelma Coeburn located at 4569 Coal Heritage Rd, Map 17C Parcel 57.

It is ordered that this Commission be and is hereby adjourned until August 12, 2025.
