LASHMEET PUBLIC SERVICE DISTRICT – REGULAR MONTHLY MEETING
DECEMBER 18, 2025
Lashmeet PSD held its regular monthly meeting on December 18, 2025.
In attendance were:
- Mickey Hurst – Chairman
- Kathy Martin – Treasurer
- Shirlene Westrope – Secretary
- Hannah Norman – Region One
- Stacy Fowler – Thompson & Litton (by phone)
PROJECT UPDATES (STACY FOWLER)
- Mary Branch: The Board voted to wait for a few months following an extremely high bid.
- Stovall Ridge-Nubbins Ridge-Camp Creek: Field sampling was delayed due to illness and holidays; work is scheduled to resume in January. +2
- Brickyard Road: No change reported; the district continues to seek funding. +2
- Hiawatha-Springton:
- Submission for environmental clearance was prepared and provided to the WV AML office for delivery to US Fish and Wildlife. +1
- This marks the completion of the environmental items.
- Permit applications are being prepared and should be ready for Mickey Hurst’s signature by mid-January.
- The WV DOH Permit has been submitted for review.
- Survey work at the booster station for design purposes is complete, though Geotec was delayed by snow.
- Mickey Hurst will contact Bill Winfrey to confirm that easement paperwork is sent out in January and to check the status of Service Area Boundary Adjustments.
ADMINISTRATIVE & GENERAL BUSINESS
- Cornbread Ridge Area: A letter was sent to Bill Archer of the Mercer County Commission requesting $50,000 for a Preliminary Engineering Report for permanent project funding. The district requested to be placed on the January meeting agenda.
- Matoaka Sewer: Management will continue to be handled by Mercer PSD at this time.
- Right-of-Way (ROW): Mickey Hurst signed the contract for ROW services provided by Hannah Norman.
- Audit & Financials (Kathy Martin):
- The audit for the year ending June 30, 2025, is completed.
- Mickey Hurst signed the Final Trial Balances, Final Adjustments, and Client Representation Letter.
- Expenses: Tetrick & Bartlett ($3,500) and Rent ($150).
- Certificate of Deposit (CD): A CD matures on January 8, 2026. Kathy Martin will consult with Worley and Mickey Hurst will consult with Winfrey regarding these funds.
