REGULAR MONTHLY MEETING
March 19, 2026
Lashmeet PSD held their regular meeting on March 19, 2026.
In attendance were: Mickey Hurst, Chairman, Kathy Martin, Treasurer, Shirlene Westrope, Secretary and Stacy Fowler, Thompson & Fowler
Stacy gave updates on current projects.
Mary Branch is temporarily on hold while market volatility is assessed.
Stovall Ridge – Nubbins Ridge – Camp Creek continued the field research for WV DEP. Should be finished up Monday or Tuesday.
Brickyard Road continued the application process for design phase funds for the project.
Hiawatha-Springton waiting on the submission to US Fish and Wildlife for environmental clearance. Continued with the Final Design Phase. May not need DWTRF with the funding from Army Corp of Engineers. Continued preparing permit applications. Responded to WVDOH minor comments; permit in next 30 days. Easements have been provided to the Project Attorney for ownership research and easement preparation. Geotech subconsultant completed field work.
Board voted and approved boundary adjustment for Hiawatha – Springton per attached description to move the water service area from Mercer Co PSD to Lashmeet PSD.
US Army Corps of Engineers approved our application for funding for the Hiawatha Springton Project in the amount of $1,000,000. See attached for specifics.
In order to be eligible for HUD funding the area would need to be canvased door to door and the income would be an average and Stacy doesn’t feel our project areas would qualify. We will not proceed with this source.

Last Board meeting it was questioned if we needed to put out bids for engineer to do PER. Request amount of $250,000 or less does not.
Payments made: Rent $150, Great American Insurance Co $1090.00
First Quarterly expenses $4087.23 submitted to WV American Water.
Next meeting will be May 30, 2026
