LASHMEET PUBLIC SERVICE DISTRICT

REGULAR MONTHLY MEETING – MAY 29, 2025

Attendees: Mickey Hurst (Chairman), Kathy Martin (Treasurer), Shirlene Westrope (Secretary), and Stacy Fowler (Thompson & Litton)

Project Status:

  • Mary Branch: A request for Authorization to Bid has been submitted to the DWTRF, but no meeting is scheduled yet.
  • Stovall Ridge-Nubbins Ridge-Camp Creek: The Mercer County Commission has provided $30,000 in funding to perform field research for WV DEP-AML in the Nubbins Ridge area.
  • Brickyard Road: There has been no change in the status of this project.
  • Hiawatha-Springton: The Preliminary Design Phase is ongoing, and the Engineering Report is to be finished by Monday. Winfrey needs to act quickly on the Easement maps and the O&M Agreement within the next couple of weeks.

An Amendment to the Owner-Engineer Agreement, which increased the amount by $30,000, was voted on and approved. Discussion was held on Cornbread Ridge, and Stacy is to inform the Mercer County Commission that the project will be done, but funding is needed. DD#3 Hiawatha-Springton for $42,206 was approved. Kathy paid $150 for rent.

REGULAR MONTHLY MEETING – JUNE 26, 2025

Attendees: Mickey Hurst (Chairman), Kathy Martin (Treasurer), Shirlene Westrope (Secretary), and Stacy Fowler (Thompson & Litton)

Project Status:

  • Mary Branch: A bid request was in the paper last weekend. A pre-bid conference is scheduled for July 9, 2025, at the courthouse. The bid opening is scheduled for July 24, 2025, and the results are to be brought to the July 31, 2025, meeting. Construction is tentatively scheduled to begin at the end of October.
  • Stovall Ridge-Nubbins Ridge-Camp Creek: The Mercer County EDA has directed T&L to finalize the Preliminary Engineering Report, and the field research for WV DEP-AML is continuing.
  • Brickyard Road: There has been no change in the project’s status. The Brickyard Road Waterline Extension project will connect to the existing Lashmeet Public Service District water line along Mercer County Route 7 (Gardner Road) and extend along County Routes 7, 16, and 7/3 into the Brickyard Road and Old Gardner Road Communities. The project needs to secure funding for the design phase and the project team needs to begin meetings with DWTRF.
  • Hiawatha-Springton: The Preliminary Design Phase is continuing and is expected to be completed in the next couple of weeks. The Engineering Report has been completed.

The Treasurer reported that $2321.79 in second-quarter expenses were sent to WVAW for reimbursement. Payments were made for Lively ($30) and Rent ($150). The next meeting is July 31. Project Status Updates (June 26, 2025):

  • Brickyard Road Waterline Extension: Thompson & Litton (T&L) is the project engineer. The project has continued the application process for design phase funds. In July 2025, the team plans to secure funding for the design phase.
  • Stovall Ridge-Nubbins Ridge-Camp Creek Waterline Extensions: T&L has been directed by the Mercer County EDA to finalize the Preliminary Engineering Report. The field research for WV DEP-AML in the Nubbins Ridge area is ongoing. The project scope is to connect to the Lashmeet PSD water line in Beeson and extend it along Mercer County Route 5 and US Route 19 into the Nubbins Ridge, Stovall Ridge, and Camp Creek Communities. Issues include the need to secure design funding and establish a project team.
  • Mary Branch Waterline Extension: The Request for Authorization to Bid has been issued by DWTRF. A Pre-Bid Conference is scheduled for July 9, 2025, and the Bid Opening is scheduled for July 24, 2025. Bids will be received and evaluated in July 2025.
