Mercer County PSD Meeting Minutes December 2025

MERCER COUNTY PUBLIC SERVICE DISTRICT – MONTHLY BOARD MEETING

DECEMBER 4, 2025

The meeting was opened at 10:00 a.m. followed by a prayer by Stacy Fowler and the Pledge of Allegiance.

Minutes: Motion to dispense of the Minutes for November 2025.
Matoaka Sewer Project Drawdowns: Chairman Kennett made a motion to accept drawdowns for:
- Tepco: $3,825.00
- Lowes: $2,088.18
- Grainger: $1,152.44
- Motion seconded by Leo Lester; non-opposed; motion passed.
Audit: Mike signed and approved the audit yesterday, December 3rd.
Attendance: Roscoe Odle and Bill Winfrey were absent.
Lake Bottom: Right away agreements for the large building in Lake Bottom are done.

Matoaka Project: Nearing the end of the project. Almost everything is paid and received. Ferrell Gas and Pump Man are currently in process. According to Debbie Sarver (Region 1), $282.39 will be left in the project account when all clears.
Regional Project: Easements are completed. Drawings will be provided to Bill Winfrey. DEP is filed. Permits cannot proceed until plans are approved. Funding scenarios are being discussed with Region One.
McComas: Easements are processing. Bill Winfrey is working on title work (approximately 50% complete), mostly involving Pocahontas land companies.
Rt 19: Still in a holding pattern; design funding is needed.

Drawdown: Pocahontas Water Line Replacement Project #28 for $2,450.00.
- Motion to accept by Chairman Kennett, seconded by Leo Lester; non-opposed; motion passed.
Discussion on Studies: Mike Griffiths’ contract needs an additional signature. Board Member Leo Lester expressed opposition to further studies to avoid additional administration costs and paperwork. Hannah Hill and Jack Ramsey noted that studies (Environmental and Feasibility) may be necessary to proceed.
Priorities: Leo Lester stated McComas and Rock should be Priority #1.

Meetings: Meeting with Turnpike Authority regarding water lines and Parkways Authority (Dec 17th) regarding a trail system.
Water Expansion: Discussion regarding engaging Summers County on water projects to ensure adequate service for the area.
Hiawatha Water Service: The EPA contacted the Commission regarding a missing Lead Service and Mine Inventory; a response letter has been sent.
Regional Project: Will be split into three projects to secure funding. Efforts are being made to engage American Water to get the plant operational.

Pocahontas: Bidding commences today at 3:30 p.m. Contractors expressed concerns regarding legal processes for subcontracting in both states.
Lashmeet: Requested to be heard in January at the County Utilities meeting. A right of way agreement needs to be signed.
Field Work: GEO TECH will be going out soon for Hiawatha, Lamar, and Widemouth Street. Easements are in process.
Water Samples: Jordan Maynard requested samples; Stacy will coordinate with homeowners for AML submission.
Nubbins Ridge: Concerns noted regarding northward expansion; information forwarded to Roger Earl.

O&M Services: Lashmeet does not want to form a PSD and would prefer to be put into Cornbread Ridge. While O&M providers are hesitant, MCPSD could potentially provide the service.
Boundary Adjustment: Chairman Kennett made a motion to accept the Boundary Agreement.

McComas/AML: Roger Earl is approaching funding. Discussion on AML eligibility for different sections; Lamar was pulled out as it is not AML eligible.
FEMA: Governor’s office has signed off on paperwork and funding. Funds from Ally Curry should be released potentially this week.
Frozen Funds: Region One confirmed that previously frozen funds have been released.
