RESOLUTION HONORING THE LIFE OF ISAAC NORRIS KANTOR, ATTORNEY-AT-LAW
WHEREAS, One of southern West Virginia’s most highly respected litigators, a former US Air Force Judge Advocate General and long-time member of the US Army Military Reserve unit based in Bluefield, Isaac Norris Kantor, passed away on July 18, 2025, at 96 years of age. A native of Logan, WV, Mr. Kantor attended Greenbrier Military Academy and earned a Degree in Law from West Virginia University. During his third year at WVU, he met and married Doris Sue (Katz) Kantor, and upon completing his tour of active duty, came to Bluefield and joined the law firm established by Doris Sue’s father Jerome Katz.
WHEREAS, The Katz Law Firm grew into one of the most successful law firms in Bluefield and southern West Virginia. In addition to practicing law, the team of Norris and Doris Sue Kantor became one of the most active community service teams in the region. Their help to charitable activities exceeded simply monetary gifts, but always included voluntary assistance in both leadership as well as recruiting of other like-minded individuals.
WHEREAS, While their combined lives of public servants were purely non-denomination, their roots in the Jewish faith remained strong. The Kantors, their family and many other members of the congregation Ahavath Sholom opened their doors to those of all faiths for special services of community unity. During those services, people of all faiths came together and learned more about those things that bring us together than about the things that tear us apart.
WHEREAS, Together, Norris and Doris Sue were champions of a cause that brings us together as citizens of the world, and separates us from forces of evil that seek only to tear us apart. Of course, Doris Sue and the Kantors’ children as well as their, spouses, grandchildren and great grandchildren are still with us in the land of the living to fight the good fight.
WHEREAS, Ahavath Sholom means “Love Peace” in Hebrew. During his lifetime, Isaac Norris Kantor demonstrated his love of peace for God, family, community and nation throughout his life. His was a life well-lived.
NOW, THEREFORE BE IT RESOLVED, that the Mercer County Commission expresses its sympathy to the Kantor family, their friends and all who have been touched by Norris Kantor’s life of service

RESOLUTION
WHEREAS, the Mercer County Commission desires to utilize Opioid Settlement Funds (as authorized in Exhibit A, Schedule B, Section M of the West Virginia First Memorandum of Understanding) to ensure appropriate resources for law enforcement to engage in enforcement and possess adequate equipment, tools, and manpower to address the complexity of the opioid problem, and;
WHEREAS, the Mercer County Commission recognizes and finds the need to support the Mercer County Sheriff’s Department to ensure adequate resources including equipment, tools, and manpower are available to address the opioid epidemic in Mercer County.
NOW, THEREFORE, BE IT RESOLVED that the Mercer County Commission hereby authorizes the use of Opioid Settlement Funds in the amount of $205.000 for Mercer County Sheriff’s Department to fund an initiative that directly enhances law enforcement capabilities in areas most affected by substance use and overdose-related incidents.

OPERATION GREEN LIGHT FOR VETERANS 2025
WHEREAS, the residents of Mercer County have great respect, admiration, and the utmost gratitude for all the men and women who have selflessly served our country and this community in the Armed Forces. The contributions and sacrifices of those who served in the Armed Forces have been vital in maintaining the freedoms and way of life enjoyed by our citizens. Mercer County seeks to honor individuals who have made countless sacrifices for freedom by placing themselves in harm’s way for the good of all;
and
WHEREAS, veterans continue to serve our community in the American Legion, Veterans of Foreign Wars, religious groups, civil service, and by functioning as County Veterans Service Officers in 29 states to help fellow former service members access more than $52 billion in federal health, disability and compensation benefits each year;
and
WHEREAS, approximately 200,000 service members transition to civilian communities annually; and an estimated 20 percent increase of service members will transition to civilian life in the near future. Studies Indicate that 44-72 percent of service members experience high levels of stress during transition from military to civilian life. Active military service members transitioning from military service are at a high risk for suicide during their first year after military service. Mercer County supports mental health efforts and encourages those dealing with crisis or suicide ideology to call or text 988 for direct services in West Virginia;
and
WHEREAS, Mercer County appreciates the sacrifices of our United States military personnel and believes specific recognition should be granted. The Mercer County Commission encourages all citizens to take time to visit the Illustrious “To Those Who Served” memorial museum to pay honor to those that have bravely served our great nation;
NOW, THEREFORE, BE IT RESOLVED, with designation as a Green Light for Veterans County, Mercer County hereby declares November 4-11, 2025, as a time to salute and honor the service and sacrifices of those transitioning from active service. In observance of Operation Green Light, Mercer County will illuminate its historic courthouse green;
and
BE IT FURTHER RESOLVED, that Mercer County encourages its citizens to join in this patriotic tradition to recognize the importance of honoring all those who made immeasurable sacrifices to preserve freedom by displaying green lights in a window of their place of business or residence from November 4-11, 2025. We encourage using the hashtag #operationgreenlight with #mercercountywv on various social media platforms.

PROCLAMATION DECLARING OCTOBER 2025 AS BREAST CANCER AWARENESS MONTH
WHEREAS, breast cancer touches the lives of Americans from every background and in every community across our Nation; and
WHEREAS, although great strides have been made in combating this devastating illness, more than 316,950 women will be diagnosed with breast cancer this year, and thousands are expected to lose their lives to the disease;
and
WHEREAS, early detection is key in the fight against breast cancer and getting recommended screening mammograms can help to detect breast cancer early;
and
WHEREAS, October 2025 marks the 40th anniversary of Breast Cancer Awareness Month that was established by the American Cancer Society. During the 40-year span that ACS has stressed the importance of research that advances prevention and treatment efforts, advocates for equitable access to care, and provides program, services and science-based cancer information, “that helps to ensure that no one faces breast cancer or any other form of cancer alone.”
NOW, THEREFORE, BE IT PROCLAIMED that the Mercer County Commission expresses its appreciation to the American Cancer Society for its 40-year commitment of “Breast Cancer Awareness Month,” and joins ACS in its mission of encouraging the importance of early screenings and routine mammograms!

RESOLUTION COMMENDING MCCARTNEY HINKLE ON HIS GOLF RECOGNITION
WHEREAS, McCartney “Cart” Hinkle has been an impressive young athlete and avid competitive golfer starting in the spring of 2020. In the era of Covid, his parents would drop him off at Fincastle to hit range balls and practice his golf skills after homework. He played his first competitive golf tournament in June of 2020. A couple of weeks later, he got his first 3rd place finish;
and
WHEREAS, Cart strived to continue his golf ambitions and worked hard to achieve the designation of Callaway Player of the Year in not only 2021 but back to back finishes for 2022 as well;
and
WHEREAS, Cart went on and came in 11th place at the 2022 Under Armour Nationals. In 2024 he attained the Under Armour Worlds 5th place finish and had the best finish of any American youth. Consequently, his performance was so good that he was named 2024 Under Armour All American. Cart also earned the top designation of 2024 WV Junior Match play champion; and
WHEREAS, Cart was 3-time District player of the year in high school and 4 straight years as Regional Player of the Year for his high school career;
and
WHEREAS, Cart obtained the designation as 2024 Virginia Double A State champion, 3-time winner of the Appalachian Am Junior Division;
and
WHEREAS, Cart has continued his stellar golf career in 2025 with the Appalachian Am overall winner, a 5th place finish at the PGA National High School Championships, 4 years all state and finally and most recently the 2025 WV Triple A Region III Regional Champion and 2025 WV Triple A State champion playing for our Princeton Senior High School Tiger’s state golf championship team;
and
NOW, THEREFORE, BE IT RESOLVED that the Mercer County Commission commends McCartney Hinkle on these stellar golf achievements and hereby presents a copy of this resolution in recognition of his accomplishments.

RESOLUTION COMMENDING EAGLE SCOUT LANDON LESTER
WHEREAS, Landon Lester of Troop 1, City of Princeton, Mountain Dominion District of Scouting America has earned the rank of Eagle Scout on July 21st, 2025 and who resides within Mercer County;
and
WHEREAS, Landon exemplified the ideas of scouting and served as Patrol Leader, Historian, Scribe and Librarian. Was an Ordeal member of the Order of the Arrow; and
WHEREAS, Landon has been a member of Troop 1, City of Princeton, for over four years. He spent numerous hours on his Eagle Scout project for a new entrance sign for a cemetery in Oakvale and he cleaned up the brush in and around the entrance to said cemetery;
and
WHEREAS, Landon has completed over 50 nights camping, 67 miles hiked and 88.5 hours of community service; and
WHEREAS, Landon plans to continue to donate time to community service and betterment of his fellow man, was recently accepted to WV University and plans to pursue a biology or pre-med degree but possibly pursue becoming a doctor of orthodontics;
and
WHEREAS, the rank of Eagle Scout is the highest award a Scout can attain, approximately 6% of all scouts ever achieve this rank and over 2.5 million scouts have earned this since the rank was established in 1911, Landon will now forever be known as a person of distinction;
and
NOW, THEREFORE, BE IT RESOLVED that the Mercer County Commission commends Landon Lester on achieving the rank of Eagle Scout and hereby presents a copy of this resolution in recognition of his accomplishment.

1. Purpose
This Memorandum of Understanding (MOU) is entered into by and between the Mercer County Health Department (hereafter referred to as “Health Department”) and the Mercer County Office of Emergency Management (hereafter referred to as “OEM”) to establish guidelines for cooperation and coordination in the event of public health incidents, emergencies, and day-to-day operations that require communication between public health and emergency response systems.
2. Background
Both the Health Department and the OEM play vital roles in ensuring the safety and well-being of the public. Coordination between the two agencies is essential during:
- Public health emergencies (e.g., pandemics, bioterrorism events)
- Hazardous materials incidents
- Natural disasters
- Mass casualty incidents
- Behavioral health/crisis intervention situations
