PROCLAMATION FOR CHILDHOOD CANCER AWARENESS MONTH

WHEREAS, Approximately 9,550 children under the age of 15 will be diagnosed with cancer in the United States in 2025. Cancer is the leading disease-related cause of death In children ages 1 to 14.

WHEREAS, The cancer types that occur most often in children are different from the cancer types that occur mainly in adults. The most common cancer types in children are leukemias, lymphomas, and central nervous system tumors.

WHEREAS, Symptoms of cancer in children can look like other common childhood conditions. This can make it harder to identify early and delay a cancer diagnosis.

WHEREAS, All children should have regular checkups and should be taken to a doctor if they are having any unusual or unexplained symptoms that do not go away.

WHEREAS, Treatment for childhood cancer is based on the type and extent of the cancer. The main types of treatment used are surgery, radiation therapy, and chemotherapy.

WHEREAS, Childhood cancer rates have decreased more than half since 1970. This is largely due to improvements in treatment from clinical trials.

WHEREAS, National Childhood Cancer Awareness Month recognizes the courage and compassion of children and families throughout Mercer County, West Virginia, and the nation who have had and are currently battling childhood cancer.

NOW, THEREFORE, BE IT RESOLVED that we, the Mercer County Commission, do hereby proclaim September 2025 as NATIONAL CHILDHOOD CANCER AWARENESS MONTH in Mercer County and encourage all citizens to join us in this observance.

RE: REGION ONE PLANNING & DEVELOPMENT-MCCOMAS WATERLINE EXTENSION – DRAWDOWN
This day on motion of Greg Puckett, Commissioner, seconded by Brian Blankenship, Commissioner, the Commission voted unanimously to approve the McComas Waterline Extension Drawdown #1 in the amount of $137,011.00 and amendment #1 with an increase from $160,000 to $175,000. This covers engineering costs, Region 1 Administration cost and DEP permit. Ben Haring, Financial Assistant.

RE: FUNDING REQUEST – DEPUTY SHERIFF’S ASSOCIATION
This day on motion of Brian Blankenship, Commissioner, seconded by Greg Puckett, Commissioner, the Commission voted unanimously to approve the funding request from the Deputy Sheriff’s Association. Funding in the amount of $5,000 will be taken from Video/Lottery and used for shooting range upgrades.

RE: FUNDING REQUEST – THE WADE CENTER
This day on motion of Brian Blankenship, Commissioner, seconded by Greg Puckett, Commissioner, the Commission voted unanimously to approve the funding request from The Wade Center. Funding in the amount of $5,000 will be taken from Video/Lottery and used to purchase heaters for the mission quarters.

RE: FUNDING REQUEST – CAMP CREEK STATE PARK FOUNDATION
This day on motion of Brian Blankenship, Commissioner, seconded by Greg Puckett, Commissioner, the Commission voted unanimously to approve the funding request from the Camp Creek State Park Foundation. Funding in the amount of $5,000 will be taken from Hotel/Motel and used for the Fall Festival.

Former WV Senator Harry Truman Chafin presented the Mercer County Commission with a check in the amount of $341,436 from Opioid Lawsuit Funds.

RE: PROCLAMATION-2025 HUNGER ACTION MONTH – MOUNTAINEER FOOD BANK
This day on motion of Bill Archer, Commissioner, seconded by Brian Blankenship, Commissioner, the Commission voted unanimously to approve the Proclamation declaring September as the 2025 Hunger Action Month.

WHEREAS, hunger and poverty are issues of vital concern in West Virginia where 266,370 people face hunger and one in every five children do not know where their next meal will come from;
and

WHEREAS, everyone needs nutritious food to thrive, and in every community in America, people are working hard to provide for themselves and their families-yet in 2022, 44 million people-1 in 7- including more than 13 million children-1 in 5-faced food insecurity in the U.S. That includes 9,570- or 16.1 percent of people in Mercer County, with 24.5 percent of children that call Mercer County home food insecure;
and

WHEREAS, Mercer County is committed to taking steps to combat hunger in every part of our community and to provide additional resources that those in Mercer County need;
and

WHEREAS, Mercer County is committed to working with Mountaineer Food Bank, a member of the Feeding America nationwide network of food banks, in educating people about the role and importance of food banks in addressing hunger and raising awareness of the need to devote more resources and attention to hunger issues;
and

WHEREAS, many individuals in Mercer County rely on food provided by the members of Mountaineer Food Bank and its community partners annually;
and

WHEREAS, in 2022, the members of Mountaineer Food Bank distributed 1,644,851 pounds of food to 3,587 households in Mercer County through its network of food pantries, soup kitchens, shelters, and other community organizations;
and

WHEREAS, the month of September has been designated “Hunger Action Month” in order to bring attention to food insecurity in our communities and to enlist the public in the movement to end hunger by taking action including volunteer shifts, social media shares, and donations to ensure every community, and everybody in it, has the food they need to thrive.

WHEREAS, food banks across the country, including Mountaineer Food Bank-will host numerous events throughout the month of September to bring awareness and help end hunger in their local community;

NOW, THERFORE, We, the Mercer County Commission do hereby recognize September 2025, as HUNGER ACTION MONTH in Mercer County, West Virginia and we call this observance to the attention of our citizens.

2025 ΝΑΤΙΟNAL 4-H WEEK
MERCER COUNTY, WEST VIRGINIA

WHEREAS, 4-H youth across the nation continue to step up as leaders, tackling challenges in their communities and shaping brighter futures. This program, which focuses on developing the whole child-head, heart, hands, and health-empowers young West Virginians to gain knowledge, strengthen life skills, and build positive attitudes that prepare them to be self-directed, productive, and engaged members of society;
and

WHEREAS, 4-H remains the largest youth development program in the country, engaging more than six million youth nationwide. In West Virginia, nearly one in every five young people participate in 4-H, while here in Mercer County, over 1,000 youth were reached last year through schools, clubs, camps, and fairs. Nearly 200 adult volunteers dedicated their time and energy to supporting the growth and success of these youth; and

WHEREAS, through West Virginia University Extension, 4-H offers hands-on learning opportunities in STEM, healthy living, workforce readiness, agriculture, and leadership-ensuring youth gain the experiences and skills needed for lifelong success;
and

WHEREAS, for more than a century, 4-H has connected young people and communities with the innovative research and resources of America’s 106 land-grant universities and colleges, building a strong foundation for learning and leadership;
and

NOW, THEREFORE, WE, THE COUNTY COMMISSIONERS OF MERCER COUNTY, WEST VIRGINIA, do hereby proclaim the week of October 5, 2025 through October 11, 2025 as: National 4-H Week in Mercer County. We encourage all citizens to recognize and celebrate the impact of 4-H programs, to support our youth as they explore their interests and develop their potential, and to acknowledge the unique partnership between our county and West Virginia University Extension that makes this work possible.

RESOLUTION

WHEREAS, the Mercer County Commission desires to utilize Opioid Settlement Funds (as authorized in Exhibit A. Schedule B, Section M of the West Virginia First Memorandum of Understanding) to expand the paging infrastructure in areas of Mercer County most affected by substance use and overdose related incidents, and;

WHEREAS, the Mercer County Commission recognizes and finds the need to support the Mercer County E-911 Communications Center in their efforts to enhance emergency response capabilities in areas most affected by substance abuse.

NOW, THEREFORE, BE IT RESOLVED that the Mercer County Commission hereby authorizes the use of an amount not to exceed $44,602 to expand the E-911 Paging Infrastructure, an initiative that directly enhances emergency response capabilities in areas most affected by substance use and overdose-related incidents.

RE: FUNDING REQUEST – TOWN OF BRAMWELL
This day on motion of Brian Blankenship, Commissioner, seconded by Greg Puckett, Commissioner, the Commission voted unanimously to approve the funding request from the Town of Bramwell. Funding in the amount of $1,000 will be taken from Video/Lottery and used for the 3rd Annual Halloween Spooktacular.

RE: FUNDING REQUEST – GLENWOOD RECREATION PARK – GREEN VALLEY GLENWOOD PSD
This day on motion of Brian Blankenship, Commissioner, seconded by Greg Puckett, Commissioner, the Commission voted unanimously to approve the funding request from the Green Valley Glenwood PSD to upgrade water service at the park. The current bill is $26.78 minimum a month for a 3/4″ water meter (2,000 gallons) and $22.68 minimum for sewer (2,000 gallons). Upgrading to a 2″ water meter will be $214.24 minimum (31,826 gallons) and sewer $22.68 minimum (2,000 gallons). Minimum bill total will be $236.92 monthly for a 2″ water meter. One-time water tap fee of $300.00.

RE: FUNDING REQUEST – AUTOCLEAR, LLC-X-RAY SCANNERS
This day on motion of Brian Blankenship, Commissioner, seconded by Greg Puckett, Commissioner, the Commission voted unanimously to approve the funding request to Autoclear, LLC for two new x-ray scanners for the Courthouse and the Annex. Funding in the amount of $43,150 will be taken from Budget Stabilization.
